Many Resident Welfare Associations (RWAs), formed by people living in private builder colonies, have been at loggerheads with their builders over the issue of maintenance and other services, for quite some time now. They feel that the builders don’t pay attention to their needs and problems. However, whenever these RWAs are asked to take over the maintenance of a particular area or apartment, they baulk. Most of them believe that taking over the maintenance would be suicidal, since most of the builders still haven’t finished their construction; and even if they have in some places, the quality of construction is sub-standard.
